Abstract: Educational policies and leadership practice has evolved to support efforts for inclusive education for students with disabilities. This article focuses on how leaders support and develop inclusive practices for students with disability through engaging institutional norms and inertia; developing inclusive practice as a planned organization-wide reform; making meaning and developing purpose; aligning structures with purpose; supporting a culture of learning as an organizational feature; planning for teacher capacity and professional development; and sustaining commitment to risk, innovation, and learning.
